Ancient Athens *was* in some respects a diasimocracy. The most influential politicians did not necessarily hold office -- and when they did, the influence they exerted went far beyond the parameters of the office. Instead their influence came from their popularity, which translated into their ability to win votes for their proposals in the democratic assembly. One way that they could achieve this popularity was by funding public spectacles.
